Project Co-creating digital policies in Slovenia Phase II – (CODIS 2) is building upon results and experiences from previous CODIS project. CODIS 2 project is aiming at monitoring the implementation of the National digital decade strategic roadmap with focus on inclusive digital transformation, engaging citizens into informed civic dialogue providing recommendations for updating the National strategic roadmap and rising awareness of the national strategic roadmap by project outreach and dissemination.

Project rationale
On 9th November 2023 the Government of the Republic of Slovenia adopted the National strategic roadmap for Digital Decade. Prior the adoption, several CSOs organised press conference highlighting the country’s Digital Decade roadmap as flawed, including when it comes to digital literacy and digital citizenship. They were also unhappy with the manner in which the public was consulted by the Ministry of digital transformation during the preparation of the strategic road map. The ministry enabled 14 days period of public consultation after receiving the formal letter from Institute for Electronic Participation in which it drew attention to the European Commission’s Guidelines on the preparation of the national Digital Decade strategic roadmaps. After assessing the adopted National strategic roadmap for Digital Decade, the Institute for Electronic Participation, NGO with granted public interest NGO status in the field of information society development, issued an open letter to the European Commission, indicating that none of 35 contributions and 2 additional measures suggested by the civil society organisations were included into the National strategic roadmap.
The European Commission is going to publish Digital Decade Country Report 2024 – Slovenia chapter in June 2024 and the Government of the Republic of Slovenia will have 5 months period to respond to the EC report and update the National strategic roadmap for Digital Decade. This will present an opportunity for target groups to access the current state of implementation of the national plan and to address its shortcomings relating to digital inclusion. The CODIS 2 project will facilitate the dialogue among the target groups to identify recommendations relating to digital skills, digital infrastructure and corresponding general objectives and Multi-country projects.

Target groups
Main target groups are citizens, CSOs, experts, media, local municipalities, National and EU policymakers interested to to access the current state of implementation of the national plan and to address its shortcomings relating to digital inclusion. The CODIS 2 project will facilitate the dialogue among target groups to identify recommendations relating to digital skills, digital infrastructure and corresponding general objectives and Multi-country projects.
Incorporating Diversity, Equity, Inclusion and Accessibility (DEIA) provisions
Project proposal will try to address DEIA shortcomings in the National strategic plan such as lack of support for an alternative approaches for development of digital skills of young people, neglecting the issue of the weak implementation of digital accessibility legislation, disregarding technology neutrality, inadequate use of open formats and insufficient measures in relation to digital citizenship.
